A nice skirt and silk top, rock some sexy shoes, and stylish jewelry. Get a makeover and stylish hair appointment. Bare arms are fine. Take a Pashmina or silk shrug to cover your shoulders for pics or if you want to class it up even more.
I guess it depends on your city/town. Here in our town the graduation is outside in the heat and wind…most people wear shorts and t-shirts. For my BS23 graduation I wore a pair of black capris and a niceish top, nothing fancy because we were sweating, my DH wore a polo shirt and shorts. Honesty be comfortable especially if you are going to be melting.
