Sound Familiar? It does to me.
The mother doesn't watch her children. Assuming mom is sleeping all day while her 3 1/2 yr old and 2 yr old play outside all day. Usually the little 2 year old boy has a diaper on that is so full it's falling down or no clothes on at all-but wears shoes :? The little 3 year old girl likes to pull off her pants and panties and run around the yard. The girl screams through my fence to my BS4 and DD7 to "COME HERE!!!!!!!!!" all day long. Mom usually has a Mikes hard lemonade or other fruity, alcoholic beverage in her hand while she is outside, pretending to not hear her daughter or son screaming and crying and hitting 4 feet away from her in their yard. The girl loves to lay at the edge of the fence and scream to my BS4 to "HELPPP MEEE" The mom and dad completely ignore their children's cries for attention. I've had to bring the little girl back to her mothers house at 7AM (She crawled over our fence) BANG on her door to wake up the mom from her drunken stupor. In a days time, I've seen the little 2 yr old boy getting in and out of their pool, unsupervised and had to take away matches from the girl. The parents don't care.
This is a very sad little life, the life of my neighbors children. And yes, of course, I've called CPS and the police.
It's like my neighbor is BM's clone.

And they did nothing? I would seriously call the cops every time you see them outside unsupervised and let the cops wake her from a drunken stupor. And I mean every time. This is insane and really sad.

I am pretty sure it is actual neglect to be passed out while your two kids 3 and under are outside, not dressed with dirty diapers totally unsupervised. That is so dangerous.

It is neglect. However..apparently in our state, CPS is pretty much useless. SD would be out in her diaper running around the neighborhood and BM would be fast asleep. CPS did nothing, even with witnesses. More than one witness wrote declarations for court back in 2003 and the judge allowed BM to retain custody. I've read the court papers
