I cannot believe putting these children with strangers is better than with grandparents.

There are flaws with DHS everywhere in this country.

That being said.....I find this unusual and I'm wondering if the Gparents aren't part of the original problem.

I would bet a paycheck that at some point in the process, one bio parent or another made a claim that the GP's molested or beat them or their partner.
