How to discipline

Forums:

We have SDs 13 and 15 every other weekend, night and Sunday day.
They don't care about consequences: we take stuff away from them and forbid them from going out, they don't care since it's only one day. We try to make them do work, they won't do it and there's no way to make them since taking this doesn't work.
What can we do?
